Add a "Manage Extensions" link under the Extensions menu

Agreed. I always go to the Extensions menu first to try and install a new extension before remembering I have to go through the settings dialogue.

Included page "inc:signature" does not exist (create it now)

I keep going to that menu accidentally as well! :)

I think I've looked into opening a specific tab in the settings dialog before but ran into problems with it, but I'll have another look.

Moving the extensions out of the settings dialog isn't an option, due to how complicated it was to implement in the first place. It would just cause more problems than it would solve.

I've done some quick research on this and theoretically it seems I should be able to open the settings dialog and jump to the correct tab automatically.

Until I actually get this working in code though, I can't promise anything.

Added in 3.25

Because of this, I've also forced the Extensions menu to always show, even if no extensions are installed.
